The current Philippine Development Plan recognizes workers’ skills and competence to be at the core of improving employment outcomes and increasing productivity and growth. The Technical Education and Skills Development Authority (TESDA) is at the forefront of this realization by investing in the 21st Century Skilled Filipino Workforce.
TESDA is mandated by law to develop and upgrade the competence of the country’s industry workers to enhance their employability and long-term economic development. In pursuance of this mandate, TESDA has established the Philippine Qualification and Certification System (PTQCS) to expand and rationalize skills standardization, assessment and certification for middle-level manpower. TESDA recognizes the need to fast-track the development/review of Training Regulations and Competency Assessment Tools (CATs) in response to the requirements of skills certification for Automotive and Land Transport Sector.
The Motorcycle Development Program Participants Association (MDPPA) is honoured to be selected by TESDA as its partner in undertaking the development of the Training Regulations and Competency Assessment Tools for Motorcycle Small Engine Servicing NC II in 2014, recognizing MDPPA’s expertise as the sole lead organization in this area.
With MDPPA local experts and TESDA technical staff composing the Team, the Training Regulations and Competency Assessment Tools were developed, and presented and finally approved by the TESDA Board in 2016.
As part of its continuing commitment under this collaboration, MDPPA conducted a Capacity Building Workshop for Motorcycle/Small Engine Servicing NC II for TESDA employees-prospective lead assessors nationwide on 14-16 March 2018. Oral examinations and hands-on training assessment on the capabilities of the participants were also conducted based on the standards provided in the CATs.
TESDA training centers are now ready to accommodate students for the Motorcycle/Small Engine Servicing NC II Training. CATs students (mechanics) who are enrolled in the NCII Course may be required to undergo Competency Assessment before graduation which can be taken at any TESDA Accredited Assessment Centers for Automotive Servicing. A National Certification (NCII) will be issued to students who passed this assessment process.
MDPPA is pleased that the collaboration between the two organizations has prospered this far in developing and upgrading the competency of the country’s industry workers to enhance their productivity and employability both in the domestic and international grounds.
